The China Association of Automobile Manufacturers (CAAM) released an initiative this evening (August 27) entitled “Initiative on Improving the Consistency of Automobile Product Production and Quality and Safety.”
The initiative proposes that, in order to thoroughly implement the requirements of the “Notice on Carrying Out a Special Action to Improve the Consistency of Road Motor Vehicle Product Production and Quality” jointly issued by the Ministry of Industry and Information Technology, the Ministry of Public Security, the Ministry of Ecology and Environment, and the State Administration for Market Regulation, further strengthen enterprises’ primary responsibility for product production consistency and quality and safety, accelerate the construction of my country’s automobile powerhouse, the entire industry must work together to improve quality and jointly promote the sustained and healthy development of China’s automobile industry.
The China Association of Automobile Manufacturers (CAAM) points out that my country’s automotive industry is currently at a critical stage of transformation and upgrading. New energy vehicles are rapidly entering the market, intelligent connected vehicles are quickly becoming industrialized, and the industry’s resilience and competitiveness are continuously improving. However, irrational competition within the industry may lead to risks of inconsistent product manufacturing and declining safety, impacting the high-quality development of the automotive sector.
Therefore, the China Association of Automobile Manufacturers hereby issues the following initiative to all enterprises in the industry:
I. Uphold the bottom line of safety and consolidate the foundation of quality and safety.
We must deeply understand the importance of quality and safety for industry development, people’s livelihood, and national industrial competitiveness; resolutely resist irrational competition; effectively guard against a “frivolous” mentality ; strictly abide by national laws, regulations, and related requirements; ensure that quality and safety are integrated into the entire process of product production and operation services; strictly implement relevant national standards and production consistency management requirements; safeguard the first line of defense for product production consistency and quality and safety ; and fully fulfill our quality commitments.
II. Strengthen the guidance of high-quality standards and establish high-level industry benchmarks.
Standards are the yardstick for safeguarding quality. The entire industry is implementing quality improvement initiatives, accelerating the construction of projects to improve the quality and reliability of new energy vehicles, improving the technical standard system, verification and evaluation system, and safety management system for quality and reliability, and establishing and improving a comprehensive quality management system for new energy vehicles. High standards will lead high-quality development, comprehensively improve product quality levels, and promote the upgrading of the entire industry’s systematic quality management capabilities.
III. Strengthen enterprise quality and safety control and improve the comprehensive quality system management capabilities.
Safety is the bottom line for enterprise development. In response to the safety risks of intelligent connected new energy vehicle products, we will further strengthen the implementation and effectiveness of the quality and safety control system to ensure that products achieve full-process quality management and safety control, and strengthen the ability to ensure production consistency. We will further improve the full-process management from product research and development, production to delivery and service, improve product reliability and durability, and prevent defective and unqualified products from leaving the factory and entering the market .
IV. Optimize product supply chain management and improve supply chain security and quality.
Components are the foundation of vehicle quality. Vehicle manufacturers must earnestly fulfill their primary responsibility for supply chain management, promote collaborative innovation between vehicle manufacturers and component suppliers, and establish and improve a full life-cycle management mechanism for the supply chain. Component manufacturers must strengthen systematic management throughout the entire process from product development and manufacturing to delivery. By applying digital and intelligent tools and methods, they can control the quality of raw materials and component production from the source and comprehensively improve the quality and safety management level of the entire supply chain.
V. Standardize technological innovation and further strengthen product innovation design verification and testing.
Standardize technological innovation and application, establish a product technology risk assessment and traceability system, fully assess relevant safety risks, comprehensively strengthen the verification and testing of product innovation designs, and eliminate “pseudo-innovation .” Focus on the research, development, testing, verification, and safety assessment of combined driving assistance and autonomous driving functions, standardize vehicle type approval testing and reliability verification requirements, and strive to improve the quality and reliability level of vehicles and system components.
VI. Standardize publicity and accept social supervision, and actively fulfill corporate social responsibility.
We will strengthen our business philosophy of “quality first, safety paramount,” actively shape the image of our company and products in terms of quality, standardize our advertising and promotion of our products, and eliminate exaggerated and excessive product promotion . We will actively fulfill our corporate social responsibility, consciously accept social supervision, ensure smooth channels for consumer complaints, effectively handle quality demands, and build a sound ecosystem for industry development that prioritizes quality, promotes fair competition, and ensures honest business practices.
As previously reported, in response to the “Notice on Launching a Special Action to Improve the Consistency of Production and Quality of Road Motor Vehicle Products” issued today (27th) by the General Offices of the Ministry of Industry and Information Technology and three other departments, the China Motorcycle Chamber of Commerce also issued an industry self-discipline initiative, which proposed to strictly adhere to the bottom line of production consistency and implement the main responsibility of enterprises.
